BILI found out some discrepancies in the information about the years of legal practice of judge Rosen Rusev. According to the documents which BILI requested from the Supreme Judicial Council, Rosen Rusev worked from June 1st, 1990 untill June 30th, 1998 as an attorney. However, he has passed his practical-theoretical exam in September, 1997. According to the law applicable in 1990 "an attorney may be only a bulgarian citizen who has passed the theoretical-practical exam for successfully completed length of service". It appears that in 1990 Rosen Rusev did not have the licence to practice as an attorney.
Based on these facts and additional official information related to the work of judge Rusev, BILI sent an Open letter adressed to the SJC and the Minister of Justice and urged the SJC to perform a diligent and detailed examination of the legal service of judge Rusev and to disclose publicly its conclusions.
