Civic Monitoring of Public Appointments – A Strategic Tool for Good Governance

The project envisages a broad conceptual and methodological framework for monitoring and analyzing public appointments. The main objective is to outline opportunities for counteracting the ongoing state capture process by structuring mechanisms for shedding light on the appointments of the leadership of individual or collective bodies elected by the parliament or the government.

To achieve this goal, BILI's experience in monitoring parliamentary appointments will be upgraded and the monitoring web platform will be expanded (www.appointmentsboard.bg). The project includes analysis of the national legislation, practices and international experience in the process of public appointments. We will focus  on the appointments of the managements of the state commissions and agencies and of the executive agencies and their territorial subdivisions.

Main Activities:

Building an internship and mentoring program for continuous monitoring of parliamentary appointments and involving young people in the process of monitoring and analysis of appointments by the National Assembly.

Applying an analytical approach in building a model for systematic monitoring of executive branch appointments and assessment of the procedures and rules under which they are conducted . Developing and proposing mechanisms to ensure transparency, integrity and accountability in order to improve the environment for the appointment of senior public positions in the executive bodies.

Studying   public appointments through the eyes of local communities. Carrying out an empirical sociological study, network analysis and prosopographical study, as well as elaboration of the research design and methodology.

Involving the community in public appointments monitoring. Conducting an online campaign with an emphasis on the importance of civil control over institutions. The project includes information and communication activities to increase civic engagement and effective participation in the policy formulation and implementation.

An important contribution of the project is to improve the decision-making process on public policies and involve citizens in it, create standards for the public appointments, promote civic education, increase the transparency and accountability of public institutions, etc.

The project "Civic Monitoring on Public Appointments – A Strategic Tool for Good Governance" is implemented with a financial support of € 145,466 provided by Iceland, Liechtenstein and Norway under the EEA Financial Mechanism. The main objective of the project is outlining opportunities for counteracting the ongoing state capture process by structuring mechanisms for shedding light on the appointments of the heads of sole or collective bodies elected by the parliament or the government.
